The second phase of the reconstruction of the Penn Avenue roadway is set to begin by the start of the spring. The City of Pittsburgh Dept. of Mobility and Infrastructure will be overseeing the work of the general contractor, Gulisek Construction out of Mt. Pleasant, PA. The blocks targeted for Phase II work extend from Evaline St. on the west to Graham St. on the east.

The City will be closing Penn Avenue in the eastbound lane (heading towards East Liberty) through the construction area, but leaving the westbound lane open to through traffic. Vehicles heading eastbound from the Strip District will be encouraged to detour at Penn Ave. and Main St., taking Main over to Liberty Avenue, and then Liberty to Baum Boulevard.

Included in the construction work will be installation of a concrete roadway and curbing, new sidewalks, new street lighting, new traffic signals, landscaped beds & new trees, highlighted pedestrian crossings, and public art. The project is expected to extend to the spring of 2028, if necessary.

March 2026 – Project Update

On Monday, March 9th, 2026, Gulisek Construction will implement the Penn Ave Phase 2 Project detour and begin corridor reconstruction. The detour will be in place throughout construction, which is expected to take approximately two years.

Detour summary

Westbound/Inbound traffic will be maintained on Penn Ave.
Eastbound/Outbound through traffic will be detoured onto Main St -> Liberty Ave -> Baum Blvd -> Negley Ave -> Back onto Penn Ave
Eastbound/Outbound traffic originating north of Penn Ave should take Broad St to Fairmount St to Penn Ave
Eastbound/Outbound Bus traffic will be detoured onto Winebiddle St -> Friendship Ave -> Roup Ave -> Back onto Penn Ave
- Three bus stops will be temporarily out of service between Evaline and Graham
