Penn Avenue Modified Construction Phasing
The Penn Avenue Reconstruction Project recently implemented a modified construction phasing plan in an attempt to complete the south side (Bloomfield/Friendship side) of the Penn Avenue roadway by the end of 2014. This is an aggressive plan which results in more short-term inconveniences to the residents and business owners along this corridor of Penn Avenue, but will reduce the long-term impacts and expedite completion of the project. Short-term inconveniences include no parking along the northbound (Garfield side) travel lane and the restriction of all side street access along the south side of Penn Avenue. Also, the contractor has a permit to work 24 hours a day, 7 days a week. As sections of the new roadway are complete, the project team will look to ease parking restrictions, if possible. The goal is to remove the fences and barricades and open Penn Avenue to parking and two-way traffic once the south side of the roadway is complete. The project team understands the impacts, both short- and long-term, that the residents and businesses have endured thus far on the project and ask for continued patience as the southbound roadway is being reconstructed.
