The full closure of SB (outbound) Penn Avenue and adjacent side streets (S. Mathilda, Gross, S. Millvale, S. Winebiddle and S. Evaline) is being implemented as a means to reduce the long-term inconvenience to the local businesses and residents. This modification will allow the existing roadway surface for the entire length of the work zone to be removed and expose known and unknown utility services that may conflict with new roadway construction. This modification should shorten the duration of the SB Penn Avenue reconstruction and help the general contractor complete the roadway by the end of the year. Pedestrian access will be maintained at each intersection through the work zone. All Penn Avenue traffic will drive on the recently completed NB (inbound) roadway, and a parking lane will be available along the NB (inbound) roadway. The goal is to have Penn Avenue open to two-way traffic and on-street parking by the end of the year. The sidewalks will be reconstructed in the spring with the project being fully completed by mid-summer.
